US home prices rise in October from previous year

(AP) ? US home prices rose in most major cities in October compared with a year ago, pushed up by rising sales and a decline in the supply of available homes. Higher prices show the housing market is improving even as it moves into the more dormant fall and winter sales period.

The Standard & Poor's/Case-Shiller national home price index released Wednesday increased 4.3 percent in October compared with a year ago. That's the largest year-over-year increase in two and a half years, when a homebuyer tax credit temporarily boosted sales.

Prices rose in October from a year ago in 18 of 20 cities. Phoenix led all cities with a 21.7 percent gain, followed Detroit, where prices increased 10 percent. Prices declined in Chicago and New York.

Home prices fell in 12 of 20 cities in October compared with September. Monthly prices are not seasonally adjusted, so the decreases reflect the end of the peak buying season.

Still, the broader trend is encouraging. October marked the fifth straight month of year-over-year gains, after nearly two years of declines. Prices rose in mid-2010 in the final months before the tax credit expired. They had fallen sharply in 2008 and 2009.

"It is clear that the housing recovery is gaining strength," said David Blitzer, chairman of the index committee at S&P Dow Jones Indexes.

The improvement in housing is adding to economic growth and most analysts expect that to continue in 2013.

But automatic tax increases and spending cuts that are set to take effect next week could drag down growth. The White House and Congress have so far failed to reach agreement on a way to avoid the "fiscal cliff." President Barack Obama and congressional lawmakers will return to Washington on Thursday to resume talks.

"We expect home price appreciation to continue for the foreseeable future, because inventories are lean amid rising sales," said Joseph LaVorgna, chief U.S. economist at Deutsche Bank. "This assumes that a resolution to the 'fiscal cliff' is found ... otherwise, the recent positive trend in housing would most certainly be in jeopardy along with the rest of the current economic expansion."

Prices nationwide have recovered to about the same level as in the fall of 2003, according to the Case-Shiller index. They remain about 30 percent below the peak reached in the summer of 2006.

The S&P/Case-Shiller index covers roughly half of U.S. homes. It measures prices compared with those in January 2000 and creates a three-month moving average. The October figures are the latest available.

Solid gains in home prices have helped drive a modest recovery in the housing market. Rising prices encourage more potential buyers to come off the sidelines and purchase homes. And more people may put their homes on the market as they gain confidence that they can sell at a good price.

Higher home prices can also make homeowners feel wealthier and more likely to spend more. Consumer spending accounts for about 70 percent of the U.S. economy.

Steady job gains and record-low mortgage rates have also helped propel the housing recovery. And the low supply of houses for sale is encouraging builders to start work on more homes. That should lead to more construction jobs.

The pace of home construction slipped in November but was still nearly 22 percent higher than a year earlier. Builders are on track this year to start work on the most homes in four years.

Builder confidence rose in December for a seventh straight month to the highest level in more than 6? years, according to a survey released last week by the National Association of Home Builders/Wells Fargo.

2. Historical returns don?t guarantee future returns.

We all love to look at historical returns to try and predict the future. Just because Apple had a 14,000% return on investment, doesn?t mean it can continue that growth in the future ? it probably won?t!

Companies go through cycles and although many feel Apple is going to do well way into the future, eventually the shine will fade. I?m not saying it won?t continue to be an excellent company, but if you?re investing for the long term, you need to understand that many companies don?t last over a lifetime.

3. There is uncertainty with new leadership.

Tim Cook has replaced Steve Jobs as CEO of Apple, and there are questions left unanswered when it comes to Tim?s ability to keep Apple on the course Steve charted.

There have also been a number of other leadership changes at Apple, and with the recent Maps application goof, can you say for sure that the company is on the right track?

Final Thoughts

Don?t get me wrong. I thoroughly enjoy Apple products. But when it comes to investing, it is safer to stick to diversifying your portfolio and not betting a large portion of your investment money into any one company.

Afghan policewoman kills US adviser, police say

KABUL, Afghanistan (AP) ? An Afghan policewoman shot and killed an American adviser outside the police headquarters in Kabul on Monday, a senior Afghan official said. The circumstances of the killing were not immediately clear but the shooting could be another insider attack by Afghans against their foreign allies.

A NATO command spokesman, U.S. Air Force Lt. Col. Lester T. Carroll, said the shooter was taken into Afghan custody shortly after the incident. The slain adviser was a contractor but the name and nationality of the deceased were being withheld, Carroll said.

Deputy Police Chief Mohammad Daoud Amin said it has not been determined whether the American adviser's death was intentional or accidental. He said an investigation was under way and declined to give more details of the incident, which occurred in central Kabul on the compound housing the governor of the city and near a number of key ministries.

"We can confirm that a civilian police adviser was shot and killed this morning by a suspected member of the Afghan uniform. The suspected shooter is in Afghan custody," Carroll said. He said Afghan and NATO officials were still trying to confirm initial reports that the shooter was a policewoman.

The killing came just hours after an Afghan policeman shot five of his colleagues at a checkpoint in northern Afghanistan late Monday. The attacker then stole his colleague's weapons and fled to join the Taliban, said deputy provincial governor in Jawzjan province, Faqir Mohammad Jawzjani.

More than 60 international allies, including troops and civilian advisers, have been killed by Afghan soldiers or police this year, and a number of other insider attacks as they are known are still under investigations. NATO forces, due to mostly withdraw from the country by 2014, have speeded up efforts to train and advise Afghan military and police units before the pullout.

The surge in insider attacks is throwing doubt on the capability of the Afghan security forces to take over from international troops and has further undermined public support for the 11-year war in NATO countries.

In February, two U.S. soldiers -- Lt. Col. John D. Loftis and Maj. Robert J. Marchanti, died from wounds received during an attack by an Afghan policeman at the Interior Ministry in Kabul. The incident forced NATO to temporarily pull out their advisers from a number of ministries and police units and revise procedures in dealing with Afghan counterparts.

More than 50 Afghan members of the government's security forces also have died this year in attacks by their own colleagues. Taliban militants claim such attacks reflect a growing popular opposition to both foreign military presence and the Kabul government.

In Sunday's attack, Jawzjani, the provincial official, said the attacker was an Afghan policeman manning a checkpoint in Dirzab District who turned his weapon on five colleagues before fleeing to the militant Islamist group.

Iraqi telecom Asiacell hopes to raise $1.3 billion

(AP) ? Asiacell, one of Iraq's three mobile service providers, said Tuesday it is looking to raise $1.3 billion through what would be the country's biggest stock offering yet.

A successful floatation on Baghdad's low-volume stock exchange could reassure international investors, many of whom remain wary of the risky Iraqi market nearly a decade after the U.S.-led invasion in 2003.

The company plans to offer 67.5 billion shares for at least 22 Iraqi dinars, or just under 2 cents, apiece when it launches the initial public offering on Jan. 3. Investors will have until Feb. 2 to submit orders for the shares.

"We're delighted to be able to provide the chance for all Iraqis to participate in our future by taking a stake in Asiacell," Managing Director Faruk Rasool said in a statement. "We're confident in our future as Iraq's mobile industry continues to grow."

The shares being offered represent a quarter of Asiacell's total share capital. The Gulf state of Qatar's government-backed Qatar Telecom owns 53.9 percent of Asiacell, which is based in the northern Iraqi Kurdish city of Sulaimaniyah.

A number of the company's founding shareholders will be cashing out at least part of their investment with the floatation.

Asiacell competes against Zain Iraq, part of Kuwait's Zain, and Korek, an affiliate of France Telecom.

The three companies are required to list shares on the stock exchange as a condition of their 15-year operating licenses, which cost $1.25 billion when they were acquired in 2007. All three missed a deadline in August 2011 to offer shares to the public.

Asiacell began offering cell phone service in Iraq's highly autonomous northern Kurdish region in 1999. Mobile phone services did not exist in the rest of Iraq until after the 2003 U.S.-led invasion that toppled the dictatorship of Saddam Hussein.

The company now boasts nearly 10 million subscribers and says its network covers 97 percent of Iraq's population.

Syria government says its forces still strong

BEIRUT (Reuters) - Syria's information minister on Sunday distanced the government from comments by the country's vice president that neither the rebels nor the forces of President Bashar al-Assad could win the civil war.

Last week Vice President Farouq al-Sharaa said in a newspaper interview that the country needed a government of national unity since neither side could win militarily.

"There are 23 million people in Syria with their own personal opinions, this was one of those 23 million," the information minister, Umran Ahid al-Za'bi, told a news conference in the Syrian capital Damascus.

Sharaa, a Sunni Muslim in a power structure dominated by Assad's Alawite minority, has rarely been seen since the revolt began in March 2011 and is not part of the president's inner circle.

Za'bi told journalists that the Syrian army was still strong, despite a string of rebel advances and seizures of military sites across the country. He said that many reports of rebel gains were "fantasy, media victories".

"I have general advice to those political powers that reject dialogue: Time is getting short. Hurry and move on to working on a political solution," he said.

"These military efforts to try to topple the government, of getting rid of the president, of occupying the capital ... forget about this. That is my advice."

The minister also said Syria would never use chemical weapons, if it had them, anywhere inside or outside the country. It was the first time a government minister clearly stated that there were no intentions of using chemical arms in any capacity.

The United States and other Western countries cited intelligence reports earlier this month suggesting that chemical weapons were being prepared or moved, and warned Assad their use was a "red line" that would have international repercussions.

More recently, Washington and NATO have begun to report the use of Scud-type, long-range missiles in Syria. Za'bi did not directly deny the use of such weapons, but said that reports of scuds and chemical weapons were a propaganda campaign against Assad's government.

When asked about rebel advances in the north, where the opposition holds large swathes of territory, Za'bi mocked the idea of rebel control there.

"They are incapable of staying there and they cannot control the ground," he said. "All this talk is untrue.. If they attack a checkpoint they cannot stay longer than 15 minutes."

While rebels have seized many residential areas and military sites, they have little defense against Assad's air power and long-range missiles. Air strikes regularly hit neighborhoods and military sites seized by the rebels.

The world mourns with Connecticut; gifts pour in

NEWTOWN, Conn. (AP) ? People around the world are grieving with residents of Newtown, and many are expressing their support by sending toys, money and other gifts to the town.

They were moved by the shocking murders of 20 little children and six women at Sandy Hook Elementary School just over a week ago.

The outpouring of tens of thousands of teddy bears, Barbie dolls, soccer balls, board games and more has come from toy stores, organizations and individuals worldwide.

"It's their way of grieving. They say, 'I feel so bad, I just want to do something to reach out,'" said Bobbi Veach, who was helping out Saturday at Edmond Town Hall, where all of Newtown's children were invited to choose a toy.

Even as the town was trying to spread Christmas joy on Saturday, tiny victims of the massacre were still being buried. A service was held in Ogden, Utah, for 6-year-old Emilie Parker. Others were held in Connecticut for 7-year-old Josephine Gay and 6-year-old Ana Marquez-Greene.

In Ogden, people tied pink ribbons around trees and utility poles in memory of Emilie, who was buried at Evergreen Memorial Park next to her maternal grandfather, who died 2? months earlier.

Dozens of emergency responders paid their respects at the start of the service for Josephine at St. Rose of Lima Catholic Church in Newtown, walking through the church and up to the altar.

A horse-drawn carriage brought the miniature coffin of Ana to The First Cathedral church in Bloomfield, where 1,000 mourners gathered to bid goodbye. The service included a performance by Harry Connick, Jr., who has played with the girl's jazz saxophonist father, Jimmy Greene.

Police say 20-year-old Adam Lanza was the killer. They say he had killed his mother earlier across town and took his own life after the school massacre. Police still don't know why he did it.

Millions of dollars have poured into Newton in the aftermath of the tragedy. The United Way of Western Connecticut said the official fund for donations had $2.8 million in it on Saturday. Others sent envelopes stuffed with cash to pay for coffee at the general store, and a shipment of cupcakes arrived from a gourmet bakery in Beverly Hills, California.

The Postal Service reported a six-fold increase in mail in the town and set up a unique post office box to handle it. Some letters were addressed to the "First Responders" or just "The People of Newtown." One card arrived from Georgia addressed to "The families of 6 amazing women and 20 beloved angels." Many contained checks.

"This is just the proof of the love that's in this country," Postmaster Cathy Zieff said.

Peter Leone said he was busy at his Newtown General Store when he got a phone call from a woman in Alaska who wanted to give him her credit card number.

"She said, 'I'm paying for the next $500 of food that goes out your door,'" Leone said. "About a half hour later another gentleman called, I think from the West Coast, and he did the same thing for $2,000."

The basement of the town hall building resembled a toy store, with piles of stuffed animals, dolls, games, and other gifts. They all were inspected and examined by bomb-sniffing dogs. The children could choose whatever they wanted.

Newtown resident Amy Mangold, director of the local Parks and Recreation department, attended with her 12-year-old daughter, Cory. She acknowledged that most attendees could afford to buy their own gifts but said "this means people really care about what's happening here. They know we need comfort and want to heal."

Many people have placed flowers, candles and stuffed animals at makeshift memorials that have popped up all over town. Others are stopping by the Edmond Town Hall to drop off food, toys or cash. About 60,000 teddy bears were donated, said Ann Benoure, a social services caseworker who was working at the town hall.

Tom Mahoney, the building administrator who's in charge of handling gifts, said the town plans to donate whatever is left to shelters or other charities.

In addition to the town's official fund, other private funds have been set up. Former Sandy Hook student Ryan Kraft, who once was Lanza's babysitter, set up a fund with other alumni that has collected almost $150,000. It is earmarked for the Sandy Hook PTA.

Rabbi Shaul Praver of Congregation Adath Israel is raising money for a memorial to the victims. He said one man wrote a check for $52,000 for the project.

Several colleges, including the University of Connecticut, have set up scholarship funds for Sandy Hook students and relatives of victims.

A board of Newtown community leaders is being established to determine where they money is most needed, said Isabel Almeida with the local United Way.

While the town is grateful for all the support, Almeida said, it has no more room for gifts. She encouraged people to donate to others in memory of Sandy Hook victims.

"Send those teddy bears to a school in your community or an organization that serves low-income children, who are in need this holiday season, and do it in memory of our children," she said.

CAIRO - As Egypt on Saturday held a final voting round on a new constitution drafted by an assembly dominated by Islamists, the country's vice president resigned, according to government-run television.

Mahmoud Mekki, a judge, had?said he intended to quit if the new constitution, which eliminates the post of vice president, was adopted.?

But a statement attributed to Mekki hinted that his hurried departure might be linked to the policies of Islamist President Mohammed Morsi.

He said he first submitted his resignation last month but events forced him to stay on.


"I have realized a while ago that the nature of politics don't suit my professional genesis as a judge," he wrote.

Saturday's vote follows a?first-round vote last Saturday that unofficial results showed as giving 57 percent approval for the constitution.

The vote has been staggered, with about half the 51 million eligible voters covered in each round, because many judges needed to supervise the vote have boycotted the polls to protest the referendum in sympathy with the opposition.

The opposition said voting in the first round was littered with abuses. Officials overseeing the poll said there were no major irregularities.

"I'm voting 'no' because Egypt can't be ruled by one faction," said Karim Nahas, 35, a stock market broker, heading to a polling station in Giza, a province included in this round of voting which covers parts of greater Cairo.

"Had the constituent assembly been representative of all Egyptians in the first place, we wouldn't have been in this situation," he said, after deadly violence marred the build-up to the referendum.

Liberals, Christians and others quit the drafting assembly, which was dominated by the Muslim Brotherhood and other Islamist allies of Morsi, saying their voices were not being heard.

Television footage showed some early queues at polling stations in areas of the country covered by this stage of the poll.

If the constitution is approved, a parliamentary election will follow in about two months.

Steve Jobs' yacht impounded over unpaid bill

AMSTERDAM - A superyacht built for Apple Inc's late co-founder Steve Jobs has been impounded in Amsterdam because of a dispute over an unpaid bill to designer Philippe Starck, a lawyer said on Friday.?

Jobs, who died last year after making his name and fortune at Apple, never got to use the yacht - called Venus - but had commissioned the French designer to work on the vessel, which cost more than 100 million euros to build.?

A lawyer representing Starck's company Ubik told Reuters his client had received 6 million euros out of a 9 million euro commission for his work on the minimalist vessel and was now seeking to recover the rest of what he was owed.?

The yacht was impounded on Wednesday evening, the lawyer said, and will remain in Amsterdam port pending payment by lawyers representing Jobs' estate.?

"The project has been going since 2007 and there had been a lot of detailed talk between Jobs and Starck," Roelant Klaassen, a lawyer representing Ubik, said.?

"These guys trusted each other, so there wasn't a very detailed contract," he said.?

The lawyer representing Jobs' estate could not immediately be reached for comment.?

It?s that time of the month again when Microsoft throws down the gauntlet to see who can produce the best photo using their Windows Phone camera.

Camera technology on our devices has been steadily improving and with the launch of Windows Phone 8 we now have some best in class hardware. The competition welcomes submissions from those using Windows Phone 7 and Windows Phone 8 hardware and this time the theme is Happy Holidays! Read on past the break to find out more.

When it comes to photos, beauty is in the eye of the beholder and composition and good fortune play a good part in determining a winning photo. ?We say that because the challenge is open to all Windows Phone users and those with older devices shouldn?t be put off by going up against the likes of the Lumia 920 or the HTC 8X.

Manufacturing jobs making a comeback in southern U.S.

Apple CEO Tim Cook?s announcement earlier this month?that the company will start building Macs closer to home in 2013 was seen as a milestone that could help jump-start U.S. manufacturing.

But over the past few years, factories in the American South from the Carolinas to Alabama to Kentucky have already experienced such a rebirth.

Both U.S. and foreign companies have opened plants in southeastern states in recent years, many since the end of the recession. Others are expanding existing plants or have plans to break ground in 2013.

In South Carolina, Boeing builds 787 Dreamliners just north of Charleston, and Starbucks roasts coffee beans in St. Matthews, outside Columbia. General Electric is once again making water heaters and refrigerators at its gigantic Appliance Park plant in Louisville, Ky.?A Mobile, Ala., shipyard run by Austal USA is growing so quickly that in the past two years the Australian company?s workforce has swollen from 800 to 3,300.

Over the past year, North Carolina?s Secretary of Commerce Keith Crisco says about 80 percent of the new companies coming to the state involved some form of manufacturing. ?That?s a big number for us, and the jobs are better than they were,? he said.

Companies are taking advantage of state- and local-funded business incentives and convenient transportation routes, as well as the Southeastern U.S.?s lower cost of living and a largely non-union labor force that?s inexpensive relative to other parts of the country.

Although hundreds of thousands of factory jobs have disappeared in the South and across the country over the past two decades due to automation and outsourcing to cheaper labor markets in China, Vietnam and elsewhere, the United States remains a manufacturing powerhouse. The country still produces 18.2 percent of the world?s manufactured goods, edging out China?s 17.6 percent, according to the latest figures from the National Association of Manufacturers and World Bank.

Today, however, even Chinese companies are building factories in the Southeast, ducking rising labor costs at home, and to be closer to customers and take advantage of the region?s pro-business policies. One of the first was appliance maker Haier Group, which opened a $40 million refrigerator factory in Camden, S.C., a dozen years ago.?One of the latest is Lenovo Group Ltd., which operates a fulfillment center in Whitsett, N.C. In October, Lenovo announced plans to begin making ThinkPads there in 2013, adding an estimated 115 jobs to an existing workforce of 2,200.

While factory jobs haven?t returned to pre-recession levels, they?re getting there. In Georgia and Tennessee, manufacturing employment grew 3 percent in the 12 months ending in October, nearly? twice the national average of 1.6 percent, according to the Bureau of Labor Statistics. Factory employment was above average in Alabama (2.9 percent), South Carolina (2.4 percent) and Mississippi (2 percent) as well.?

?It?s a business climate like you won?t find anywhere else,? says Doug Woodward, an economics professor at the University of South Carolina and incoming president of the North American Regional Science Council, which studies local economies.

Low-cost labor is one of the region?s big draws. Economists cite the lack of a large union presence as a benefit since it allows companies to move factory workers from job to job as needs change.?In seven Southern states, union members account for less than 5 percent of the workforce. That?s less than half of the 11.8 percent national average, according to the Bureau of Labor Statistics.

?It?s all about flexibility,? Brian Jones, Austal?s chief financial officer, told NBC News. ?Because we treat our people properly -- benefits, pay, safe working conditions -- there?s not a need for representation.?

However, critics point to academic and economic research showing that in right-to-work states, wages and benefits are lower. ?They?re just not as well compensated,? says Matthew W. Finkin, an employment law expert and professor at the University of Illinois? law school . ?So they?re creating more jobs and giving more work to people, but they?re not giving the benefits and other aspects of employee protections (workers would) have in other states if they were in (a) union.??

The local chapter of the Sheet Metal Workers International Association has been unsuccessful in three attempts to organize Austal?s Mobile, Ala., shipyard. ?A representative of Local 441 could not be reached ?for comment. A representative of the SMWIA?s national office declined to comment.

Crisco maintains that?manufacturing jobs coming into the South pay more because they require more technical skills. He argues that right-to-work laws are only one factor drawing companies to the region, along with generous workforce training programs and incentives such as tax breaks that South Carolina gives to?companies making substantial capital investments in the area. ?Sure, it?s controversial about incentives, but in terms of locating manufacturing jobs here, it?s been fairly successful,? Woodward says.

Here?s a look at activity in a handful of southern states where manufacturing jobs are on the rise:

South Carolina
South Carolina?s manufacturing industry lost 100,000 jobs during the 2000s before the 2007-2009 recession wiped out another 40,000, Woodward says.

Recent moves by Boeing, BMW, Michelin, and other tire and auto parts manufacturers and durable goods makers to open or expand factories have reversed that trend. Boeing alone created 8,000 new jobs in the past two years, Woodward says. ?We?ve gained 10,000 to 15,000 jobs,? he says. ?Our immediate prospects are very good, but it?s going to be a long road if we?re going to recover? historic manufacturing employment levels.

In January, BMW said it would add 300 people to an existing workforce of 7,000 at a highly automated auto manufacturing plant in Greer, the company?s largest factory outside of Germany. The expansion will to boost annual production to 350,000 by 2014. ?The deep roots of the workforce here in manufacturing are really helpful and we developed a close relationship with the local tech colleges to improve our workforce,? BMW Manufacturing President Josef Kerscher said in a late November talk at the University of South Carolina?s Darla Moore School of Business. ?I?m really satisfied seeing how well prepared our workforce is for advanced manufacturing.?

North Carolina
The textile and apparel makers that made up the bulk of North Carolina?s traditional manufacturing sector ?left and are not coming back,? Crisco says. They?re being replaced with companies like Lenovo, which is moving ThinkPad manufacturing to the state from Mexico.

Jeld-Wen, an Oregon-based window and door maker, announced on Dec. 13 that it is moving its North American headquarters to Charlotte, adding 142 management and administrative jobs. The company already operates two manufacturing plants in the area with 2,200 employees.

In 2012, manufacturing accounts for 20 percent of North Carolina?s gross domestic product, and that doesn?t include recently announced deals that will add to manufacturing employment in the near future, Crisco says.

Alabama
In Mobile, Austal is building high-speed, aluminum ships for the U.S. Navy, made?to quickly deliver troops to a war zone or disaster area.

Austal is one of many foreign companies that have opened factories in and around Mobile in the past decade, a group that includes Mercedes Benz, Honda, Toyota and Hyundai. In 2013, Airbus will join the list. The European aircraft manufacturer is expected to break ground on a $600 million complex in 2013 and begin assembling planes there two years later, creating 1,000 jobs, according to the Mobile Area Chamber of Commerce.

Though mega deals like the one with Airbus get the most attention, 94 percent of factories in the tri-county area around Mobile are domestic, says chamber spokeswoman Susan Rak-Blanchard. Attracting smaller companies that bring 50 to 150 jobs to the area has been ?our bread and butter over the years,? she says.

Kentucky
The number of people working at GE?s famed Appliance Park industrial complex in Louisville peaked at 23,000 in the early 1970s before starting to drop a decade later and hitting bottom in 2011 at less than 2,000, according to?a recent report in The Atlantic. In February, the company returned to the plant, making low-energy water heaters there instead of having them built by a Chinese contractor. A month later, GE moved a refrigerator assembly line from Mexico to the plant, according to the report.

So far, GE has poured $800 million into revamping manufacturing operations at the facility, including $150 million on a new dishwasher assembly line. According to the company, factory workers helped design the line to be faster and safer, and as a result per-unit production time has?dropped 65 percent.

?Companies are looking for a lower cost place to do business and a skilled workforce,??said?David King,?Central South Carolina Alliance marketing vice president.??It doesn?t get more basic than that.?
