Eugenics in 2013? Female Inmates Forcibly Sterilized in California
From 2006 -t 2010, at least 148 female inmates were forcibly sterilized by doctors under contract with the California Department of Corrections and Rehabilitation, says a report from the Center for Investigative Reporting. Some 100 more women may have been subjected to the procedure as far back as the late 1990s.
Women who were housed at either the California Institution for Women in Corona or Valley State Prison for Women in Chowchilla (which is now a men?s prison) were signed up for the procedure while they were pregnant. Those who refused say they were repeatedly asked to undergo the surgery, a tubal ligation. One woman indeed says that she was asked while she was strapped to the surgical table for a C-section.
Prison Officials Say They Did Not Know Approval Was Required Before Performing Sterilizations
Because sterilization of inmates is?banned under federal and state law if federal funds are used ??on the basis that prisoners may feel pressured to undergo the procedure ? California has used state funds. Since 1994,?approval by top medical officials in Sacramento has been necessary before the operation is carried out.
But Dr. Ricki Barnett, who tracks medical services and costs for the California Prison Health Care Receivership Corp., says that the state?s Health Care Review Committee has not received any such requests for approval since she joined the agency in 2008.
In 2008, an Oakland-based prisoner rights group, Justice Now, filed a public records request and contacted the office of state Sen. Carol Liu, who was the chairwoman of the Select Committee on Women and Children in the Criminal Justice System. Barnett was then asked to research the matter in 2010. When she met with health administrators from the two prisons, doctors, nurses and contracting physicians, she learned that not a single one of the doctors was aware they had to have the state?s permission before performing the sterilizations.
?Everybody was operating on the fact that this was a perfectly reasonable thing to do,? Barnett says.
Were Prisoners Intimidated Into Undergoing Sterilization?
The reasons that doctors and prison officials give to justify the sterilizations reveals deeply discriminatory attitudes. Former inmates including Crystal Nguyen, who worked in Valley State Prison?s infirmary during 2007 when she was incarcerated there, says that she ?often overheard medical staff asking inmates who had served multiple prison terms to agree to be sterilized.?
Dr. James Heinrich, who was the prison?s OB-GYN and is now one of its contract physicians, denies pressuring anyone and says that the $147,460 he was paid for each operation was minimal. ?Over a 10-year period, that isn?t a huge amount of money, compared to what you save in welfare paying for these unwanted children ? as they procreated more,? he comments.
Daun Martin a licensed psychologist and the top medical manager at Valley State Prison from 2005 to 2008, says that the tubal ligations were an ?empowerment issue for female inmates, providing them the same options as women on the outside.? According to Martin, some women who were pregnant and on drugs or homeless ?would commit crimes so they could return to prison for better health care.? The state?s contracts database reveals that at least 60 tubal ligations were performed during her tenure, though she denies giving approval.
According to the?Center for Investigative Reporting?s study, Heinrich and Martin actually thought that the state?s restrictions were ?unfair to women.? Heinrich says that he only offered tubal ligations to women who had had at least three C-sections, on the grounds that additional pregnancies could endanger the women?s health. But countering Martin?s claims that the tubal ligations were providing female inmates with ?the same options as women on the outside,??Dr. Carolyn Sufrin, an OB-GYN at San Francisco General Hospital, says that, while having multiple C-sections can increase the risk of complications, ?it?s more appropriate to offer women reversible means of birth control, like intrauterine devices or implants.?
Heinrich, Martin and other prison officials ? with apparently little recognition of the pressure that female inmates were under ? simply put their patronizing attitudes towards female prisoners into action. As Barnett says,
?It wasn?t so much that people were conspiratorial or coercive or sloppy. It concerns me that people never took a step back to project what they would feel if they were in the inmate?s shoes and what the inmate?s future might hold should they do this.?
The very recent forced sterilization of so many female inmates in California is another ugly chapter in the history of eugenics in the state. Between 1909 and 1964, some 20,000 women and men were forcibly sterilized between 1909 and 1964. Indeed, California became ?the nation?s most prolific sterilizer? and, says the Center for Investigative Reporting, ?Nazi Germany sought the advice of the state?s eugenics leaders in the 1930s.??Only in 1979 did California formally ban the practice of sterilizing repeat offenders and individuals with intellectual disabilities.
In 2003, Attorney General Bill Lockyer and Gov. Gray Davis issued formal apologies for those who had been forcibly sterilized by the state.?Female inmates who have been forcibly sterilized deserve the same and also a full investigation.?It is inhumane that, in the 21st century, California has still been carrying out forced sterilizations on women who were incarcerated ? or on anyone.

Some days are quiet in Taksim Square. On others ??if a protest is planned ??police deploy on all approach roads, including the main Istiklal shopping street. Sometimes they stop or march; other times their very presence attracts a negative reaction from passersby, and tension escalates into clashes.
For those photographing the protests, the most important signals come from the riot police themselves. If they are relaxed and resting with their shields, there is likely to be a little more calm. Role of aircraft automation eyed in air crash
WASHINGTON (AP) ? The crash landing of a South Korean airliner in San Francisco has revived concerns that airline pilots get so little opportunity these days to fly without the aid of sophisticated automation that their stick-and-rudder skills are eroding.
The National Transportation Safety Board, which is investigating the accident, is a long way from reaching a conclusion as to its probable cause. While the focus of their investigation could still shift, information released by the board thus far appears to point to pilot error.
What is known is that Asiana Airlines Flight 214 crashed short of its target runway Saturday at San Francisco International Airport in broad daylight under near ideal weather conditions. The Boeing 777's engines are still being examined, but they appear to have been operating normally. And the flight's pilots didn't report any mechanical issues or other problems.
But the plane was traveling far too slowly in the last half-minute before the crash, slow enough to trigger an automated warning of an impending aerodynamic stall.
The wide-bodied jet should have been traveling at 158 mph as it crossed the runway threshold. Instead, the speed dropped to as low as 118 mph before the plane struck a rocky seawall short of the runway. The plane careened briefly and then pancaked down. Two of the 307 people on board were killed, and dozens more injured.
The pilot, Lee Gang-guk, had a lot of flying experience but was still new to the plane, having clocked only 43 hours at the controls. He was supposed to be flying under the supervision of another experienced pilot. There were two more pilots on board the Seoul-to-San Francisco flight, as is typical on long flights during which two pilots rest while two fly, and then swap out.
Lee was also flying without the aid of a key part of the airport's instrument landing system, which provides pilots with a glide slope to follow so that the plane isn't too high or low. He was also new to the airport, having never landed there before.
And he was manually flying the plane with the autopilot shut off, which other pilots said is not unusual in the last stage of a landing, although some airlines prefer that their pilots use automated landing systems. Still unclear is whether the auto throttle, which regulates fuel to the engines to control speed, was shut off or perhaps unintentionally left in an idle mode. That might account for the slow speed, but it wouldn't explain why the pilots didn't recognize their peril and act in time to avoid the crash, pilots and aviation safety experts said.
Investigators have started interviewing the flight's four pilots, and hope to wrap up those interviews Tuesday. Procedures at most airlines would require all four pilots be present in the cockpit during the landing, which is the most critical phase of flight, pilots said. The NTSB hasn't disclosed whether all four were present.
"It sounds like they let the airplane get slow and it came out from under them," said John Cox, a former Air Line Pilots Association air crash investigator. "When airplanes are very slow like that, even if they are not stalled, they can develop a sink rate that it takes a lot of power to arrest."
Rory Kay, a training captain for a major airline who flies internationally, said, "We're all wondering the same thing ? why no reaction?"
Overall, automation has also been a boon to aviation safety, providing a consistent precision that humans can't duplicate. But pilots and safety officials have expressed concern in recent years that pilots' "automation addiction" has eroded their flying skills to the point that they sometimes don't know how to recover from stalls and other problems. Dozens of accidents in which planes stalled in flight or got into unusual positions from which pilots were unable to recover have occurred in recent years.
"If your last dozen landings were autopilot landings and here you are faced with nothing but visual (cues) to deal with, your rust factor would be greater," said Cass Howell, a former military pilot and human factors expert at Embry-Riddle Aeronautical University in Daytona Beach, Fla. "Too much automation can undermine your flying skills."

Former IU catcher Josh Phegley made his major league debut with the Chicago White Sox Friday, going 1-for-3 with two RBI in an 8-3 loss to the Tampa Bay Rays.
Phegley was called up to the majors Friday, earning the start at catcher and batting eighth in the order for that evening?s game.

Video Editor Givit Beefs Up Social Experience With iPad App Update
The video editing app Givit is releasing their first dedicated iPad app today, an effort to bolster the social, video watching side of the platform. The app includes an expanded screen view, hashtag tracking, and improved friend feeds ? nothing major, but necessary changes to make Givit a more viable social site. People tend to shoot and edit on their phones, making social a better bet for iPad use, which stands at 21% of total Givit activity. This comes at the behest of users who have been pushing for a more social experience lately. CEO and founder Greg Kostello told TechCrunch that although he initially imagined that users would edit their videos on Givit and then share through more established social platforms like Facebook and Twitter, they seem disinclined to do so. That’s an interesting finding given that Givit recently partnered with Dailymotion, the second largest video sharing site after YouTube. It was the first US app to integrate into the France-based Dailymotion’s API, and the partnership was intended to make Givit an easy feed to the site. But as it stands the vast majority of videos stay on Givit, despite a prominent “share” button placed front and center, Kostello said. This seems to be because users want to interact with makers with similar interests. Parkour pros with like-minded souls, for instance. Although Givit is appeasing its users with a better social platform, it will have to make some moves to encourage them to move their videos over to Dailymotion. Today, the American e-commerce giant announced that it is buying 2dehands.be and 2ememain.be, the two biggest online classified sites in Belgium (their names mean "second hand" in Flemish and French). Obama, Bush meet in Africa
DAR ES SALAAM, Tanzania (AP) ? Democratic President Barack Obama and Republican predecessor President George W. Bush found common ground in Africa on Tuesday, honoring the victims of a terrorist attack in an unprecedented encounter a world away from home.
The U.S. presidents observed a moment of silence together at a monument to victims of the 1998 embassy bombing here in the east African city where Bush coincidentally happened to be as Obama wrapped up a weeklong tour of the continent. While the two leaders didn't say anything publicly, their wives engaged in a warm and chatty joint appearance at a summit on African women.
Initially the two presidents weren't even planning to meet while in town, but first lady Michelle Obama joked as she sat next to her predecessor: "They're learning from us."
The Obamas departed Africa for home shortly after crossing paths with the Bushes, who were hosting the summit promoting the role of African first ladies in bringing change to their countries. Bush ended up joining the current president for the wreath-laying ceremony honoring the Tanzanian victims of the simultaneous attacks at the U.S. embassies here and in Kenya masterminded by Osama bin Laden.
Both presidents have bin Laden in common. Bush's two terms were tinged by the 9/11 terrorist attacks carried out in New York and Washington by bin Laden's al-Qaida network; Obama ordered the U.S. military raid that ended with bin Laden' death two years ago in Pakistan.
Obama and Bush bowed their heads as a Marine placed the wreath of red, white and blue flowers in front of the large stone memorial on the grounds of the new U.S. Embassy. After a few moments, they shook hands with survivors of the attack and relatives of those killed before returning to the embassy together in private discussion.
At that very moment, their wives were putting on a public display of mutual affection in a discussion moderated by American journalist Cokie Roberts. Mrs. Obama said she wanted to appear with Laura Bush because "I like this woman" and it's therapeutic to share the challenges of their roles.
"It's sort of a club, a sorority, I guess," Mrs. Bush responded.
Their goal was to encourage African first ladies to raise their voices for causes they are passionate about, even if the public is sometimes focused on more trivial matters, the said.
"While people are sort of sorting through our shoes and our hair, whether we cut it or not ..." Mrs. Obama started.
"Whether we have bangs," Mrs. Bush interjected to laughter. Mrs. Obama expressed surprise that her change in hair style this year would prompt so much media coverage. "Who would have thought? I didn't call that."
"But," Mrs. Obama said, "we take our bangs and we stand in front of important things that the world needs to see. And eventually people stop looking at the bangs and they start looking at what we're standing in front of."
"We hope," Mrs. Bush joked. Mrs. Obama replied, "They do, and that's the power of our roles."
When it comes to the power of their husbands' roles, Obama has said he wants to usher in a new era of U.S.-Africa relations. Obama has praised Bush for helping save millions of lives by funding AIDS treatment. But, he said Monday, "We are looking at a new model that's based not just on aid and assistance, but on trade and partnership."
"Ultimately, the goal here is for Africa to build Africa for Africans," Obama said. "And our job is to be a partner in that process."
In that spirit, Obama announced a program to bring more power to Africans without access to electricity. During a visit to a local power plant built with a U.S. grant, Obama demonstrated a soccer ball designed to bring power to communities off the power grid.
One invention that could help on the electricity front is the SOCCKET ball, developed by two Harvard graduates. The ball has a pendulum-like mechanism inside that creates kinetic energy during play and stores it. Its maker says 30 minutes of play can power a simple LED lamp for three hours.
Obama kicked the ball off his foot and did a low header. "We're going to start getting these all around Africa," Obama said. "Pretty impressive stuff."
In remarks afterward, he touted his "Power Africa" electricity program as a win-win for Africans and U.S. companies. He also reflected on the trip, recalling some of the folks he met along the way, including a female farmer in Senegal and young people in the Soweto area of South Africa's capital city, Johannesburg.
"I'm inspired because I'm absolutely convinced that with the right approach, Africa and its people can unleash a new era of prosperity," Obama said.

Snowden has applied for political asylum in Russia, state agency says
President Barack Obama comments on former NSA worker Edward Snowden, who is reportedly still inside a Moscow airport without a valid passport. Obama made the remarks Monday in Tanzania.

Fugitive NSA leaker Edward Snowden has applied for political asylum in Russia, but President Vladimir Putin says he can stay only if he stops "damaging our American partners."
A consul at the Moscow airport where Snowden is reportedly holed up told Russia's official news agency, ITAR-TASS, that Snowden made the application late Sunday. It was submitted by Sarah Harrison, a staffer with the anti-secrecy group WikiLeaks.
Hours later, Putin told reporters that Russian will not hand over Snowden to U.S. authorities, but said there would be strings attached if he wants to remain in Moscow.
?If he likes to stay here there is one condition: he should cease his work aimed at damaging our American partners. No matter how strange it will sound from me," Putin told reporters, adding that Snowden is not working for Russian intelligence.
He said he doubted Snowden would curtail his activities and suggested that the former National Security Agency contractor should figure out which country he wants to wind up in and "move there."
Snowden left the U.S. for Hong Kong before he leaked top-secret details of U.S. surveillance programs and was charged with espionage. With the help of WikiLeaks he traveled to Moscow eight days ago.
The U.S. does not have an extradition treaty with Russia, but President Barack Obama noted that Snowden traveled to Moscow without legal papers and referred to "high-level" discussions between the two countries about the case.
"We are hopeful that the Russian government makes decisions based on the normal? procedures regarding international travel and the normal interactions that law enforcement have," Obama said.
It was thought that Snowden would eventually head for Ecuador, but the president of the South American country said this week that no asylum request was sent and suggested Russia would make the call on where Snowden could leave and where he would go.
While Snowden remains in legal limbo, new claims about U.S. surveillance based on his leaks continue to emerge.
Obama addressed reports that the NSA has bugged America?s European allies with something of a shrug, saying it should not be a surprise that intelligence agencies seek ?additional insight beyond what's available through open sources.?
"If that weren't the case, then there'd be no use for an intelligence service, " Obama told reporters while traveling in Africa.
?And I guarantee you that in European capitals there are people who are interested in, if not what I had for breakfast, at least what my talking points might be should I end up meeting with their leaders,? he added.
?That's how intelligence services operate.?
He said his team would look into the allegations and report back to European Union allies, who have expressed concern and, in some cases, outrage.
Secretary of State John Kerry, who is traveling in Brunei, echoed Obama's statement.
"I will say that every country in the world that is engaged in international affairs of national security undertakes lots of activities to protect its national security, and all kinds of information contributes to that, and all I know is that that is not unusual for lots of nations," he said.
"But beyond that, I'm not going to comment any further until I have all of the facts and find out precisely what the situation is."
